PyNL 2020

• Dropped support for Python 3.4.
• Added support for Python 3.5, 3.6, 3.7, 3.8.
• Added support for CNL 2016.0, CNL 2016.1, and CNL 2019.
• Removed internal distribution of IMSL C Numerical Library (CNL). PyNL now relies on an existing CNL installation in the host environment.
