Creates a u-Chart given the number of defects rates for a series of samples with varying sample sizes.

sizeSample: Type: SystemDouble
An array containing the size of each sample.
numberDefects: Type: SystemInt32
An array of arrays containing the number of defects. The number of defects must all be nonnegative. The length of the sizeSample and numberDefects arrays must be equal.
